It also elaborates on the conducts of the citizens, duties of the Waste Management organizations and penalties. Article III has established the formation of Houston Clean City Commission which controls the acceptable leve   l and concentration of litter in the city. The duties of the employees of the department are assigned under section 39-18. Penalties and enforcements are implemented under section 39-4 to prohibit unlawful waste disposal and littering.
